No no just no. He was talking about outspeeding Obito's sole Kamui. He never knew a double kamui could double the speed. Furthermore, the comparison was concerning the teleportation, not the phasing. He wanted to stop Obito from teleporting to the other dimension and it's that that takes time. The phasing itself is instant and nothing is faster than that

What does obito not being ablt to teleport have to do with Obito not being able to go intangible, and shoot madara with the omnyoudon balls while remaining intangible. Since he's not touching the balls, they wont go intangible, and madara is facing a completely untouchable guy with orbs of total annihilation.

Not being able to warp and not being able to phase are two different things. Obito's goal in that fight was to warp, not to kill madara.

Teleporting part of his body or whole doesn't matter when Madara made the statement. He knows the full function of Kamui. He said he can end the fight with Limbo. This means even if Obito teleport part of his body, Limbo is still faster, due the statement.
