Jaco the galactic patrolman was indeed a short series he wrote that happened to take place in the dragonball universe. And although its comical and perhaps not what you'd call canon, this was an official dragonball chapter. Its not a chapter of jaco, it is an actual dragonball chapter called "dragonball minus". It was released inside of "jaco the galactic patrolman". read it for yourself
