Itachi and other ninja may be able to get susanoo strictly due to being uchiha.
But in order for PS, Indra chakra is required.
Isnt it coincident that the only wielders of PS are Indra and his reincarnations?

Also, Madara is the only known person to activate susanoo without the use of his eyes. Its because susanoo comes from his chakra, indra chakra, not from having sharingan.

Sasuke is going to have perfect Susanoo, he too is reincarnation of Indra.
No other Uchiha in history has had Perfect Susanoo.

Maybe indra chakra went around to itachi and then moved around to danzo and then to Sasuke.
It avoided obito because obito is the reincarnation of kaguya.

Itachi's susanoo was complete..for him.
Indra, Madara and Sasuke have went passed that complete Susanoo and reached perfect Susanoo.

@bold: Explain? I just said that Madara didn't need his eyes to use Susanoo. So it further shows that susanoo can manifest from one's chakra alone, not from having MS
