Well PS is many times larger than Naruto's BSM, doesn't mean it is any stronger. More so, this BM is much larger than Naruto's, meaning it has indeed powered up, whereas this PS is roughly the same size of Madara's if you compare the size of the person within the Susan to the diamond.
