Rinnegan is SO6P's eye power which you can achieve by mixing Ashura + Indra chakra. The rinnegan is yin+yang mixed together.
Since the sage shared some of his power with Naruto and Sasuke, if Sasuke was to actually get the rinnegan, that would mean he would no longer represent Yin and be Indra's reincarnation. To parallel this, Naruto would have to gain the SO6P's body power, which is the Juubi jinchuriki body - this would also mean that Naruto will no longer represent Yang and be Ashura's reincarnation.
The Juubi jinchuriki body power grants the user the Gudodama and Onmyoton, which are OP as ****. Only SM will work against Juubi jinchuuriki's as they can negate ninjutsu. So how the hell is Sasuke going to fight Naruto if he gets the rinnegan? He won't be able to touch Naruto. Naruto probably wouldn't be able to do much to Sasuke either because of all the rinnegan techs. (e.g Pain's techs and Gedo Mazo)
This would mean that both of them would be too OP to fight eachother and the final battle between them will be crap and one-sided, and they would no longer parallel the two sons of the SO6P.
Today's chapter has shown that Naruto doesn't have the Juubi jinchuriki body, which will probably mean that Sasuke won't have the rinnegan, because they're both supposed to be equal and balanced.
The power that Naruto and Sasuke got from the sage was probably just the moon/crescent moon sign things on their hands, and a more perfected version of the abilities they had before they died. This would mean that Naruto would get a perfected BSM mode (which was shown today), with power coming from all 9 bijuu, and Sasuke would get a perfected EMS, which would most likely perfect his SM Susano'o and give him another ability (because Naruto got the chakra from all 9 tailed beasts on top too). This would allow the final battle between them be more entertaining and not too one-sided and God-level-ish.
EDIT: Also, it wouldn't make sense to have two Juubi jinchuurki's on the battlefield. And Sasuke could easily just summon the gedo mazo and absorb the bijuu and become the ten tails host, if he had the rinnegan. I doubt the sage would want or allow this to happen again, so for precautionary measures he might make sure that Madara would be last person to ever have the rinnegan in NV and by not giving it to Sasuke and by giving Naruto and Sasuke a power-up to kill Madara.
