Tsunade is still better if Guy doesn't open up any gates. Tsunade's raw strength is better (however Guy still reigns supreme in speed) plus what Tsuande uses isn't realy taijutsu, it's more like nintaijutsu, which the 4th raikage uses because she's storing Chakra in her hands before the punch to create an explosion, the only difference with the 4th raikage is that he covers his whole body with it and adds the lightning nature to it which has the added effect of speeding up his nerves
