Well he was not playing/goofing around but he didn't go all out either.

In Taijutsu: 8th Gated Gai > Ten tails Host Madara

However Gai had upperhand only because Madara was testing his durability , physcial strength and defence limit of his body. If Madara went on offensive as well and acted serious on offence then it would be another story.

Anyway Gai earned great respect in my eyes, he was trully beast
