He can't absorb Ninjutsu without the Rinnegan. However, if SM means Sage Mode then taking away his eyes does nothing but give him an advantage over Itachi, not a disadvantage, because with SM he has adept sensory abilities as well as immunity to Itachi's superior genjutsu, rendering his blindness useless for an upper edge. Madara would win with his stolen abilities, but it was stated that EMS Itachi had the potential to surpass Prime EMS Madara.
