Is CC limited to jutsu users themselves ?

I'm almost completely ignorant about chakra control , but as far as I know it has only been used when ninjas cast a jutsu e.g. medical , FRS , chirori ...etcetc

My question is whether ninjas can manipulate the chakra outside/other than their own , like applying shape manipulation to turning a chidori blade into a flat screen if sasuke allows you do anything to it or adding suiton to a fireball

perhaps you guys would think of the water tornado created by yamato/naruto or the enton FRS , but I'm not quite sure whether it's the same as if naruto created them on hisown assuming he can use suiton/enton...

so that means one can't apply shape/nature transformation to others techniques/chakra ?

It isn't limited to the user, (i.e, Orochimaru can completely shut off one's chakra control) but not to the extent in the OP

Because out of everyone, he has to keep Kurama's chakra in check, not to mention he gave EVERYONE a chakra cloak, he had to split off, and give them chakra multiple times. His CC is on another level.
