Strength and Endurance
A lot of people don't realize Kiba can take a beating more than Naruto can for Sasuke. The fact that his main technique involves him rotating at high speeds and smashing into the enemy, means he is a tank.
After fighting for days in a war, he came to the main battlefield and still had the strength to use Cerberus
In scans below, he stabs himself and doesn't flinch, he does it again too. And then manages to get away.
Enhanced Senses.
By focusing chakra in his nose, Kiba can increase his sense of smell by more than 1000x the normal human.
He has insane beast reflexes from his clan training
Hokage Traits
Look at Minato. He has few jutsu, mostly sealing tech and inteligence. He is nowhere near close to the destructive level Kiba can create, and yet people claim him as one of the greatest Kage. Kiba has good traits and excels at ninjutsu and taijutsu.
Kiba isn't afraid of death or pain, he sacrificed himself to give Naruto enough time to save Sasuke. He will die for his friends and village, something other K11 members don't show too often.
Kiba only ran from Sakon because he knew he was outmatched. Fighting him was not going to give Naruto enough time, so he angered Sakon to get him to chase him, saving the mission
Kiba isn't afraid of a fight. Even in the face of the Juubi he joked he had wet his pants. Imagine the Leaf getting attacked by Madara, Kiba would not give two ****s and would die saving the village.

Kiba has some of the most OP techniques without some given powerup.
Kiba can shred through any defense with Rotating Fang
Wipe out armies with Tail Chasing Fang
Tackle Susanoo and rip through Meteors with Cerberus

Conclusion: Kiba is not a fodder, and he has many traits of being a good hokage. He also has many OP jutsu from his training with his clan and teamwork with Akamaru, unlike Naruto who just gets powerups from Kurama.
