how did naruto got full hachibi and ichibi ?

then why same thing not happend to kinkaku and ginkaku? there is another boy in part one who had kyuubi chakra too.

Maybe it's because he has their names. And names are the bit that gives the chakra a soul or whatever. But the ginkaku and kinkaku bros didn't have that bit, so all they had was chakra. I'm just making that up, but I think it's a pretty valid reason. I mean, if you look at some other mythologies as an example, when God created Adam he was just a chunk of clay until he stuck a name to it.
