Yes. That's exactly why Itachi bashed "Madara" during his fight w/ Sasuke & called him weak. That's also why Obito stated that if he didn't keep secrets from Itachi, he would have died & that's also why Obito didn't touch Konoha for 7 years and let Itachi into Akatsuki, even though he figured out the truth about him and knew that he was going to do the bare minimum so if he wanted to he could have just killed him and replaced him w/ some other missing-nin so they would have enough people to seal away the bijuus. Too bad he didn't for whatever reason.
If anything, Obito feared Itachi, but I doubt even that. It was just a mutual respect they had for one another.

He didn't... he was falling back with his group as they were being pursued. He decided to go and fight them so his team would survive.
Considering we don't know any circumstances before or during the event.... to say he, "Ran from Jounin," is a flawed argument. Especailly in the end when he directly faced them.
Recall how he died: Fighting the group of ninja.
Also, he was actually never seen running away. Recall that it was a group of Tobirama's team that fell back to where Tobirama happened to be. So he was never seen once running away from the enemy.
Except Obito is still alive... The only thing Itachi planned was for Sasuke to fire off Amaterasu whenever Obito (Itachi only knowing him as Madara) revealed himself to Sasuke. It effectively failed.
Regardless, the fact you had to plan for someone else to do something implies you yourself cannot do it, and a level of natural fear.
OT: If you mean the most feared... I'd say the Juubi or maybe Kaguya.
If you mean the most fearless... I'd say Madara since he's seemingly feared nothing at this point.
If you mean the person who no one fears... probably Inari.

No, not quite. It merely implies that you do not have the capability nor the chance to do so. It doesn't mean that you are afraid or weaker than them. It just means that you have no opportunities.
If Itachi were actually afraid, then he wouldn't have joined Akatsuki. It looked more like Obito was afraid of Itachi considering that he knew the truth about him & how he wasn't really for the organization. If he had the capability to kill Itachi, he would have because anyone could have replaced Itachi...they just needed help for sealing away the bijuus. Also doesn't help that in the only filler created by Kishi, RTN, Obito sees Itachi & calls him a troublesome shinobi and Itachi analyzes kamui & replies that he knows a way to hurt him regardless. Then Obito ran away. Not really helping Obito's case here.
It's a manga fact that the only way to defeat Obito when he uses kamui is a surprise attack. If it's not a surprise and he sees the attack coming, he'll just become intangible and let it pass through. That's why every person who has faced him has attacked him in a quick manner or just surprised him, like w/ Minato using FTG/rasengan, or Konan's trap, or Itachi's amaterasu activation, or Torune and his bugs. That greatly limits what Itachi can do to take him out. Also doesn't help that the Akatsuki did not meet all together for the first 4 years Itachi was in Akatsuki and that they only traveled in pairs. Itachi was rarely in Obito's presence.
Also, even if Itachi had a chance to take out Obito, he would not due to the battle being dragged on and how he would further his blindness/further ruin his health. He still wanted to fight Sasuke, so he had to atleast maintain some of his health in order to make the battle believable.
