If Itachi lived as long as Madara did he would have surpassed him by a mile minus his sickness. Reason Itachi was far more advanced than madara was when they were younger and itachi was the youngest uchiha to unlock the mangekou out of the 4 main uchihas

I also think there might be a possibility of Itachi surpassing Madara if he live as long as him. His name will be feared as much as Madara, he will be the new Uchiha legend, a new Uchiha leader.

But we still can't guarantee it though. Madara was also an extremely gifted Uchiha. That's certainly obvious, his name was hailed throughout decades. One couldn't simply be the strongest Uchiha without having an extremely special talent.
