Feudal lord is stronger than kages?

so i was wondering, this whole thing in naruto world, so we know that they have system where a village has its own leader and kage who is the strongest man in that village.Well then believe or not you know who has even more higher authority?

You guessed its the feudal lord since hes the leader of the country and hold power over kages.
so then it would be interesting if sasuke wanted to become hokage, couldn't naruto just run for the feudal lord and be the leader of the land of fire? he also would be able to still have authority over hokage but instead of just protecting some konoha he would also be protecting the country in where the konoha village is.

Feudal lords are the ones with money and the fancy royal titles, this doesn't necessarily mean they have skills compare to the Kages.

I don't think Naruto would want to be a fuedal lord, from what we've seen the fuedal lord Aren't much but scum with deep pockets.
