His character wasn't ruined because he still stands for the same ideals he did back in pt1, that being hard work and determination. But it didn't exactly help him or the other Rookie 9 to be neglected. It led to the majority of their characters remaining stagnant. The only one in the Rookie 9 who received decent development was Shikamaru.

ot: He decided that he was only going to rely on taijutsu and he has access to most of the gates. He really doesn't need more powerups, it isn't necessary. He's already strong enough.
