Different places. Hagormo is simply having two conversations that somehow just happened to take the exact same amount of time.

The end is kind of like splitting the image down the middle. The left side showing Naruto, and the right side Sasuke. Due to the Sage being symmetrical he appears in one place. Notice the conjoined Staff... that was never shown in any use. Suggesting it is actually two different staves cutting each other off.

The answer is though that they are in they're in different locations.
This is seen through the last image of them "appearing to stand side by side."
Notice Hagoromo's face, it's stretched out showing Kishi intended it like that.
(Or he got a nose surgery off panel lol jk)
But yeah Kishi did that just to show Unity/conformity.
