I got the impression that when Madara mixed Ashura and Indra's chakra they connected and hence the sage's chakra was brought forth in the process of awakening the rinnegan.

Sasuke is undergoing something very similar so its likely that within Sasuke Ashura and Indra's chakra's are also being combined since he is getting hash-roids pumped into him. This brought forth the sages chakra in Sasuke. The sages chakra is transient and IMO its appearance in Sasuke would be the sole reason that the Sage is now talking to Sasuke.

Naruto's case was different. The sage felt that Ashura's chakra was attached to Naruto's spirit but Naruto's personality itself drew the sage to Naruto. Naruto himself summoned the sage because he has a unique power to draw people in and connect them.

Because what he told Sasuke was completely different. He talked to him as a reincarnation of Indra, thus what he said was probably something like "You resemble Indra a lot because of xxx deeds, that's why you were able to summon me".

The sage couldn't show bias towards Naruto(ashura) since it would just be repeating his past mistakes (which he actually explains in the page you posted). If he just focused on Naruto then Sasuke (Indra) would get pissed off and the cycle of hatred would continue.
