First Under-Admiral Tier: Ace, Doflamingo, Kuma, Magellan, Marco, Probably the other Yonko 1st mates and someone like Lucky Roo or Yasopp and most likely Sabo (though since was equal to Ace as a kid maybe he could be bumped up now, especially if he gets the mera mera)
