Naruto created 1000 kage bushins to train for rasengan. Oro may not have enough chakra to create so many clones and still have enough chakra to train them. That particular type of training is best for a shinobi like Naruto. He's a rare breed. Oro is another kind of genius. He more of a Sasuke/Tobirama type. Genius scientist, kage level fighter, and lust for power. Eternal Fodder? No. He's already a legend. Legendary Sannin ring a bell?

A lot of characters have potential, the only thing separating Oro from madara is how much power ups Kishi wants to give them. TBH Oro has showed very little feats to assume he has chakra reserves so high, and then there is the fact he got beaten by Hebi Sasuke. Overall Oro has been shown to be weak when compared to other characters, TBH all of the Sannin have been shown to be weak when compared to other characters. I still have faith in Oro being stronger than what he is putting off, but that is just the same as people wanting Prime Hirruzin to solo NV.
