"It is time.. Clear out the area and begin the construction of labor camps. Kill any Blank Slate you find and convert all the Humans" Berthold shouted

"This territory must be given a new name.. " Augustus spoke nervously

The newly converted Observers had been forced to build their own labor camps. In was a tough job in the hot, arid climate of Altem but nevertheless, the newly converted Observers or one can say Impure Observers could not disobey the orders
Meanwhile, a large statue of Otto von Bismarck was being built in the center of what was previously the capital of the Altem Plains. Large executions were held in the streets and the people were forced to watch their own patriotic leaders beheaded

"No, do not. This is a good punishment for their reckless behavior. The Tournament of Champions/Legends? [Don't remember name] was the only time for the world to be unified peacefully; under a New World Order and Ryth ruined it by his attack. This is the perfect punishment!" shouted Otto

"I am sure they are planning on destroying the city. But I cannot let that happen.. If we lose Zenithan, then we shall lose our first capital.. and there is a possibility that numerous rouge blank slates from the Badlands might take over the city again.. It will be an insult.."

Frederick entered the control center and ordered him to be allowed to talk with Sasuri Azazel via the VESAS device

Because of this Otto, believes his 'Pure Observers' are superior to all.

Looks (image or description): Ōnoki is a very short, old man with a triangular beard and a moustache that has angular corners, a big red nose and thick eyebrows. The top of his head is completely bald, although, he has long white hair on the lower-half of his head which is styled in a traditional chonmage hair cut, the back of which is tied with a yellow ribbon into a topknot. Ōnoki wears a green and yellow coat with a red collar (which in the anime was seen to be worn by other high-ranking members of the Iwagakure). Underneath he wears the traditional Iwagakure outfit consistent of a light green version of Iwagakure's flak jacket and mesh armour. He however has both his sleeves of his shirt, but kept the single lapel on his right side. Along with this, he wears sandals.

Personality: Ōnoki is a very proud, headstrong, and boastful individual. Because of his age, he is also somewhat frail, with constant complaints about hip and back pains.[15] He refuses to retire and choose a successor as Tsuchikage despite being up in age, insisting that he is still strong enough to continue to rule the village but on the other hand, encouraged Tsunade to step down as Hokage after awakening from her coma noting that she may be too old. Kurotsuchi describes him as a "stubborn old man". His pride has caused him to have very little respect for those younger than him, on numerous occasions, dismissing his presumed naivety on dealing with politics

Sasuri was awaiting the battle head when a notification came up. He pressed a button and allowed a line between him and Frederick to come through.

Sasuri:....Yes...I am in the middle of something.

Ezekiel began to sneak around the buildings of Keotto investigating the area. Most of the observers have since left the area as there seemed to be a problem. As he was investigating he thought about Isabella.

Ezekiel: I hope she's okay. I wonder if she survived.
