I'll let the scans speak for themselves. The third I was going to post was the DB scan of the Rashoumon gates - which states that summoning even one requires a huge amount of chakra, let alone three. There's numerous other examples of large chakra feats from Oro. Suffice it to say: chakra isn't an issue for Oro with Kage Bushin.
Judging from character statements and their physical appearance from flashbacks, Oro left the village roughly fifteen years ago. If Oro dedicated himself to gaining experience and mastering as many techniques as possible, let's see how much experience he could've gathered.
We'll use a smaller number of years to give a fairer result.
20(years of experience per week) X 52 (weeks in a year) X 10 (Minimum years since he left the village.) = 10,400 years.

This is hypothetical of course, as Oro could've been held back during this time by any event. The fact is that he could've gained anything from twenty years of experience, to 10,400 years.
He could've been a god. He could've posed a threat to Whitebeard's dynasty, but no, instead his character has succumbed to fanboyism.
It reminds me of some other fodder that's not made use of this overpowered technique - the creator.
