First and foremost credits to Sir Derp Obito for stating this idea which my theory is based off of:

This is most probably the case. Seeing that Kaguya is most probably the Reaper of Shiki Fūjin I would even go as far as to say that Hagoromo's brother was the Fūinjutsu Master of the two.
This is where it got me thinking. Just as Sir Derp stated, I now believe that Hagoromo's brother was very well adapted in Fuinjutsu!
I believe this may very well be the case.
Let's start:
So in my theories above, basically I postulated that Hagoromo's brother is the Uzumaki ancestor.
Now in this thread I will insinuate that Hagoromo's brother is a Fuinjutsu expert and he had a hand in the Rikudo's tools..
Why? It is simple.
Taking what we know from the Uzumakis, they are a world renowned clan known for their sealing techniques.

Logically speaking, the founder of that clan [Hagoromo's brother] would naturally too be a Fuin expert.
But this is where I thought of something else.
The answer lies within:
The Rikudo's Ninja tools (Wiki etymology):
  • Bashōsen (芭蕉扇; Literally meaning "Banana Palm Fan")
  • Benihisago (紅葫蘆; Literally meaning "Crimson Gourd")
  • Kohaku no Jōhei (琥珀の浄瓶; Literally meaning "Amber Purifying Pot")
  • Kōkinjō (幌金縄; Literally meaning "Golden Canopy Rope")
  • Shichiseiken (七星剣; Literally meaning "Seven Star Sword")
Here are the Tools generalized:
  • 1 Tool able to Utilize 5 elements (Fan)
  • 4 Tools that work together for Sealing Purposes (Everything else)
Now here is what I thought of:
Hagoromo's brother was the one who created these tools/helped in making them.
Why?
Let's analyze each one:
Firstly the "Banana Fan."
The Banana Fan has the power to create any of the 5 elements. (Bottom left panel)

Now you may be saying, "How does this mean anything?"
Well its simple:
Why would Hagoromo need a fan that can utilize the 5 elements when he has the Rinnegan?
As stated above, Hagoromo wields the Rinnegan and therefore should has already mastered the 5 elements and is capable of practically any ninjutsu.

If anything this Banana Fan would harm the sage considering it utilizes a huge amount of chakra.

So who invented the sage and why?
Hagoromo's brother invented the fan:
  • Because he himself had no Rinnegan and could not use the 5 elements.
  • He created this fan in coalition with Hagoromo so he too could use the 5 elements
  • (Probably created via Creation of All Things)
Now for the remaining tools.
  • They all excel at Sealing techniques.
  • I believe Hagoromo's brother created/assisted with these tools and intended to pass it down through his descendants (Uzumaki).
It is quite logical that the Ancestor of the Uzumaki clan excelled in sealing would create/co-create sealing tools to be used in the future.

Somewhere along the line, these tools became either lost or missing.
After this, Kumogakure found them in their search.
As we know these tools soon were stolen by Kinkaku and Ginkaku.

But here is what happens next:
Kinkaku & Ginkaku stem from Hagoromo's brother himself and the Uzumaki.

It has already been hinted that they may be distantly related to the Rikudo himself: *bottom left panel*

They are not Uchiha, and most likely not Senju as these clans were stationed around Konoha.
By being the descendants of the Hagoromo's brother, they would be distantly related to Hagoromo.
Meaning Ay was in a way right with his words.
This would work the same way how the Senju and Uzumaki are distantly related.

Even more than that, they both have similar horns to Kaguya/Reaper:

Kinkaku and Ginkaku Horns:

The similarity is too much for a coincidence I feel.
(Now this probably is stretching it, but they have whiskers like Naruto as well)

Now Raikage Ay also mentioned that they survived from eating Kurama's flesh. (middle pane and bottom rightl)

As noted, some other fodder tried to do so with Gyuki but died. Meaning that there had to been something special about Kin/Gin that allowed them to survive while the Fodder #1 could not.
Now let's recall:
Kin&Gin ate flesh allowing them to become a Pseudo-Jinchuuriki.
So, I believe they were able to survive because they are distantly related to Hagomoro through his brother.

In relation to the Uzumaki:
The tools were said to drain heavy chakra, and the common ninja couldn't use them. (middle-left panel)

Now we could say that anyone with Huge Chakra reserves can be adept at using this; but it would make sense that Kin/Gin are Uzumaki.

The Uzumakis themselves also had large chakra reserves and were known for their longevity and strong life forces.

Now before you go "OMG why no they have red hair?"
Because they are wearing a headress with horns. (I believe Sir Derp made a thread about this a while ago)

So in reality, Kin&Gin were the perfect candidates for these tools because of their Uzumaki chakra pool.
Now just something interesting to note, they were able to become Pseudo-Jinchuurikis of the Kyuubi.
Is there a certain someone who is also Uzumaki possibly about to become a Pseudo-Juubi Jinchuriki? (Naruto)

Now you may be asking why is it that if the Rikudo's brother assisted in these tools that he has not been mentioned as their creator/co-creator?
Because as stated in my other theories, the brother's purpose was to secretly pass down the sealing techniques to his descendants, the Uzumaki clan. (Most importantly the Jinchuuriki method)

General Summary:
  • Hagoromo's brother created/assisted with the tools creation
  • Hagoromo had no use for the fan
  • Hagoromo's brother was the ancestor of the Uzumakis
  • Kinkaku and Gingaku were the brother's descendants
  • Kin/Gin survived the flesh eating since they were distantly related to the Rikudo through his brother
  • Kin&Gin were adept with the tools because of their Rikudo Lineage
( I still suggest you read the theory instead of this brief summary to understand this fully)

I would also like to add something concerning Drifter2410's Thread:

I don't know if someone pointed this out but look at the Mountains where Hagoromo and his brother are standing and sealing the Juubi and then look at the picture below. I just saw this and thought I should share.

Also, Orochimaru has used these ropes as a uniform for himself and his village since years, dunno why.

So, thanks to a few people pissing me off, I decided to read and learn tonight itself. (Thank you for ruining my morning run tomorrow.)

Here goes,

The rope is called a Shimenawa and the Paper Strips (Triangles) are called Shide but that isn't important here.

What's important is that Shimenawa is tied around any naturally existing object to convert it into a Shrine and invite Kami (God, Good luck etc). This object is called Yorishiro.

Shimenawa is the boundary or separation between Kami and Mortals. It separates God from Mortals.

Common Yorishiro are,
• Trees
• Rocks - Iwakura and Iwasaka (e.g. Izanami and Izanagi rocks i.e. Meoto Iwa)
• Swords
• Mirrors
• Magatama
• Persons – Yorimashi


OBSERVATIONS
• The juubi was God Tree before but since it changed form, we dont see any Shimenawa on it.
• The rocks having Shimenawa and Shide indicates them being used for the sealing ritual. (Speculation)
• Orochimaru wanted to reach perfection thus believed himself to be separate from the others. He considered himself a Yorimashi and believed he could attract Kami. As I said, Shimenawa indicates separation between Kami and Mortals.

Kagura is the religious precursor of the secular Noh Plays in Japan, Kagura is performed to give honor to the Kamis as well as for entertainment:


But the original use of Kagura before the foundation of modern Shintoism is actually Kamigakari or the possession of a Kami on a host.

Much like the function of the Shinigami Mask that it allows the user to be possessed by the Shinigami:

So Gin and Kin are Uzumaki?
Probably, or they definitely have Uzumaki blood in them relating back to the Rikudo and his brother.

I'll laugh if nothing of what you said becomes cannon, cause it seems like this post took some time to create

Good theory but Kin and Gin are irrelevant now but Id love to know their backstory.
I admit they are irrelevant but it would still be interesting.

Perhaps! Maybe instead of gaining rinnegan naruto's next power up would be being taught how to use the Sage of Six Path's ninja tools. It would be a nice twist if in the end- Naruto gains the brothers powers and Sasuke gets the sages powers or some variant of that. The sage is clearly gifted with powerful eyes ( was probably a prodigy at birth)-- perhaps his brother was like naruto ( not skilled from the start).

Lastly- I think Naruto and Sasuke mirroring the sage and his brother makes sense ( considering the two sons never got along, however presumebly hogoromo and his brother did - atleast well enough to fight the juubi togethor.

- I Always found it strange that Naruto was never taught sealing considering his heritage.

Furthermore- it would be ironic considering Madara threw away the tools --- and Madara doeesnot even know about the sages brother!
- Ever since we saw rasenshuriken I have always wanted to see different elemental rasengans.

Interesting point, I feel Hagoromo may tell Naruto something about them since they were spat out by Madara for some purpose
