It really isn't about losing balance here. If Kiba is on the ground, he gets sent flying especially when he is using fang over fang or its variants simply because he doesn't have much control over his movements. The shockwaves Kiba's stronger fang over fang variants are indeed strong, but they only go in the forward direction whereas the shockwaves from Sakura's punch come from beneath the ground so Kiba isn't nullifying Sakura's shockwaves whereas when Sakura punches the ground, a

is created around her which could nullify Kiba's attack. If Kiba is too close then those spikes will impale him from underneath and they can go up in the air to about 100 m. All in all Kiba's attack will miss and he can't change his direction while in midair to counter Sakura's own counter to Kiba himself.
A Yin Seal Punch works depending on distance I suppose, and if the characters are IC or not. It's not happening in CQC though, Sakura's punch doesn't have 360 degree effect, and if they're up close then Kiba just needs to get out of the way of her punch.
The closer Kiba is, the easier it will be to dodge. In close quarters, with the All Fours enhancement, Kiba can quite simply evade Sakura and her attacks simply because he's much faster than her. Given that he's worked with her before, he knows of her strength and would absolutely avoid being caught by her punch.
I see absolutely no reason as to how she catches him, especially when he is equal to her in Taijutsu rating, and the fact that his speed is 1.5 points higher than hers:

I'm going to offer an opinion on this, but since Sakura is 4 overall points higher I should explain why the areas she's clearly better than Kiba in; examples being Genjutsu, Hand Seals, and Intelligence, don't matter.
It's fairly obvious, but neither party has genjutsu usage feats, Hand Seals don't matter because neither utilize it much in their combat style, and intelligence is a factor hard to take in during versus threads, and I don't know how Sakura would utilize it against an opponent as fast as Kiba, so I won't drag on about it. Feel free to use it to your advantage though, maybe you understand it better than me.
Back to the point at hand though, and that's your strategy of Sakura beating Kiba. This largely goes down to distance, but at the beginning of the battle, neither Kiba nor Sakura will have resorted to their strongest forms, would they? A Yin Seal to begin the battle would definitely kill Kiba depending on distance, but this won't happen will it?
A basic punch however, doesn't offer much shockwave. Sakura destroyed the ground while Kakashi was in the epicenter of it, but he was completely unharmed.
Yet all of Kiba's opponents, none of them speedsters, kept up with his speed just fine.
Mind listing them? I know for a fact that Kiba's only 1v1 fight in the series was against Naruto, and Naruto merely
withstood Kiba, he did not keep up with him. Not once, and this was specifically noted during the fight.

I'm sorry, but I don't know where you got the idea that any of Kiba's opponents were keeping up with his speed.
No one even talked about debris doing anything in this matchup. Kiba can fight blinded, true, but then he won't be able to distinguish the smoke from his own smoke bombs and Sakura's punch with sleep gas bombs.
Sleep bombs are the biggest problem I will concur. The point I was trying to make was that it is doubtful Sakura's smoke bombs will affect Cerberus, though I didn't explicitly say it so that's my fault.

So the cloud isn't likely to reach Cerberus, and even then, it won't be able to put Cerberus to sleep because of it's height and weight being much more than Kiba while in base. Furthermore, Sakura's usage of the bomb came in a scenario where Kiba was fighting with Sai, not paying attention to Sakura. Surely he will be paying attention to Sakura in this instance, would he not?

And how do you know he didn't take out the ones in the back? The scan you used to show him not taking out the ones in the back was the scan prior to him using Tail Chasers, so I don't no how you can say that when we clearly see the one in the very back in the above scan being taken out.
How is Kiba dodging while doing fang over fang? He isn't going to suddenly see the acid and change his direction while using his technique.
If Kiba's in Fang over Fang, will Sakura really have time to summon Katsuyu? She should be worried about more important things, like dodging Fang over Fang. I doubt Sakura would summon Katsuyu, but if she did she would only do it once Kiba entered Cerberus, and Kiba is definitely too fast too be caught by acid.
