If they're in character, then I believe that Jiraiya solos low/mid difficulty. If not in character, it all depends on their starting distance. The further away, the more it tips in Deidara's favor. Without that knowledge, I can't really give a definite answer.

Jiraiya mid-high difficulty.

Shima can sense with her tongue and possibly has her own sensing. Jiraiya even has his own sensing barrier. C4 would not be a problem, while other attacks get roasted by flames. Even if by chance he detonates one near him, Jiraiya can use a toad or his hair for defense.

Flying isn't a problem either seeing Shima's tongue length and jumping height. Deidara woukd be forced even higher, which seems a retreat if he can't see his opponents.​

I think people forget that Itachi and Kisame both mentioned that Jiraya would either beat or tie them if they both fought him together. I don't even believe he'd have to go sage mode, but if he summoned ma&pa and went sage it'd be low diff-mid diff. Jiraya Is smart during battle. I don't see Deidara's Clay catching him off guard in the least. He has an overwhelming amount of summons and boss could get him out of the range for Deidara's 'ultimate art' with one leap. the scale of Jiraya's attacks are too big even for mr explosions.
