Naruto has SM, a portion of Kurama's yang, a Yin Kurama, and apart of every bijuu's chakra
Sasuke will gain Rinnengan, some form of Senjutsu, and Senjutsu susano'o

The point of having two Sages was probably to keep the whole Izanami Izanagi bit going.

That or to explain Madara's unique appearance compared to Obito's (seems too unnecessary to risk high lvl retcon)

No Naruto isn't the Sage, he is the Younger Son, but he will fulfill the Sage's role of finding peace and leading the bijuu.
If u mean Sasuke getting SM/ Senjutsu it has already been foreshadowed by Oro (Senjutsu susano'o)
Also Oro sought out Sasuke as his perfect vessel and one of the things he was looking for was a body that could handle Senjutsu. That being said SM Sasuke is possible
