While in the process of discovering what "Null" truly was, and how it came to be, the extensive research, and the un-concluded possibilities of what could happen with the mixtures of Radioactive matter, and "Null" caused the Research Department to explode leaving no signs of survivors..

Otto Von Bismarck entered into an Aerial Transport Vehicle that had been built by the Luftwaffe. It was generally much faster than those that were usually used in transport. This was because Bismarck had been forced out of safety reasons to take the longer route around Yullivan Greens to Axion. The Observers of the Heilig Reich were against the shorter route over Altem Plains to be used because they feared the aircraft would be shot down despite Otto Von's repeated claims that the Humans did not possess such technology.
Nevertheless, he was in the end a bit annoyed at being forced to take the longer route

He was getting closer... Otto felt a strange sensation throughout his body.. He had not been in the presence of someone from the Axion/Zenithan Administration in a hundred years. But that was not the cause...

"Ryth Saranthia and Mayuri Kurotsuchi are dead. The two greatest obstacles in my setting up of the 4th Reich. The new leader, Sasuri Azazel does not appear a major threat. Within a few years, I'll control him like a puppet"​

The aircraft had landed, and Otto Von Bismarck had entered the city of Axion. He was greeted by many top Observers and then led to Sasuri Azazel's office

"I am afraid Lord Sasuri Azazel is not present at the capital at this time. Would you care to wait whilst we try to contact him and inform him of your presence" an Observer spoke

"I can wait.. do not disturb Lord Azazel for he has much more important things to do" replied Otto

Sasuri was not one to get involved or worried about trivial matters such as bowing or handshakes as displayed with his interaction with King Gilgamesh; however, he chose to let people judge their own Integrity so he gave a light chuckle as he spoke.

Sasuri: Indeed it is an old tradition. I bowed before Ryth as did many others. I'm sure Ryth did the same to his ancestors. Today people bow before me young and old. I consider my brethen on equal terms with myself if they have shown to be excellent observers no matter where they might lie on the generational spectrum. The fact that you blindly state your unproved equality shows that you think you are above my subordinates and brothers in arms. Equality is earned not given by mere self titles branded in our conscience do to a problem with inferiority and our own short comings, nor is it earned through time or birth right, it is earned through action stemmed from the hearts desires. No...I do not need to state my equality or superiority so that others might believe I am deserving of it because they already know through my actions the thoughts of my heart. Do the people know the thoughts of your heart? "My men at Ruhr have urged me to request those at Axion to grant greater power to the Ruhr Islands. A lot of information regarding the Tournament of Champions as well as numerous nomadic Blank Slate Clans has been kept a secret. It would be appreciated if this information is allowed to freely travel through all Observer lands for we are brothers fighting for a New Observer World.
My men also consider it an insult to them to consider a city thousands of miles away from them as their capital so it would be my request that Neu Munich is granted the status of capital for those Observer that reside in Ruhr. Military and economic aid to the Ruhr Islands is also needed for we are at the brink of war with Humans from the Altem Plains"​

As for the disclosed Blank Slate Clans, they shall continue to be withheld for good reason. Once they become open to all obervers what do you think will happen. Rogue observers will go off on their own which only provides trouble in the long run. Without organization we will be stepping over another; what I will do however, is undisclose nomadic clans that are near you at certain times as we have been tracking patterns. Tracking their nomadic behavior instead of attacking right away has allowed us to complete the mission with efficiency and high probablity of success which is half the reason they have been disclosed until now. Many things I do I do for good reason.

As for the capital I consider it an insult that they are worried about something as trivial as that though I do understand it is not paricularly easy but I have my reasons. This will remain the capital no questions asked. If you need more support that will be granted. I will also establish trading and heavier military posts at Neu Munich. In exchange I want periodic information of the conflict at the Altem Plains, for I am not a mere politician taking a advantageous seat of authority but I was a general on the front lines for most of the war. I think that is my best quality and I would be happy to help. Perhaps I will pay a visit to Ruhr once I have finsihed some duties here.

She falls about two feet from the entrance, too weak to be able to continue walking, the rain and mud covering her. Two Lombardos begin to approach, curious about the being who fell before them, and one points a gun at her. Recently a great battle has taken place, destroying much of Tera, including the Central Banking Tower, and thus caution was necessary; they quickly realize that she's a blank slate, considering both her weakened state, as well as her unconscious nullification of some of the mud. They approach her, intending on first healing her, but then converting her to human, but a different individual comes and picks her up, intending on carrying her to a local hospital ran by one of his friends. They point their guns at him, overly paranoid from the confusing situation in Tera: "Who are you? What's your identification?"

Man: "Calm down, neither of us are here to cause harm, I merely intend to heal my companion of her wounds, and then leave Tera again to go to Keotto."

"What's your name punk?"

Man: "My name is..."

Everything was going according to Otto's plans. He was sure that the request for a seperate capital would not get accepted because Sasuri would be considered a weak leader and would get overthrown.
Nevertheless‚ the fact that Sasuri had agreed on a series of concessions was more than enough to prove that Axion was not strong enough to oppose Ruhr
