It is unknown..but many knew his technique Ao was shitting bricks when he found out Danzo had Shisuis eye so he was not only skilled but he was quite famous and he was feared at that time.

Itachi is the best genjutsu user considering that he was the one most praised for it and has the best feats. Shikamaru's dad even stated that he was the only possible edo with the potential to even bypass the range of their sensors and yet still control people with genjutsu. Shisui just had the most powerful genjutsu, but it was a one-shot that could only be used once a decade and would result in his MS being absent until it recharged. The consequences and risks of using it greatly outweigh the benefits. It also has had a tendency to fail for both Shisui himself and Danzo. The only time it worked was for Itachi, and that wasn't even planned to happen. We can also assume that it doesn't instantly take effect, considering that it didn't work fast enough before Danzo and his men ambushed Shisui. The only reason it worked so quickly with Itachi was because he had already programmed the command within the eye some time beforehand.

I can understand why people are using the scan with Killer Bee's statement, but there are still some things you need to consider.

1. When Shisui was around, Itachi was 13 and didn't have an MS until after Shisui's death. So of course, during his lifetime he would be the best genjutsu user in the clan. Itachi was just a kid back then.

2. Itachi was best friends with Shisui. Don't you think he would have learned some pointers for genjutsu and utilized them when he became older?

3. Itachi definitely trained after he left Konoha. His growth didn't remain stagnant and he improved his genjutsu.

4. Killer Bee knows nothing about Itachi or his abilities.

5. Even if Bee thought he Itachi was the best genjutsu user, it's not as if he would admit it. The only people who know/knew that Itachi was ordered to kill his clan were Hiruzen, Danzo, the two elders, Yamato, Kakashi, Obito, Naruto, and Sasuke. Everyone else views him as one of the worst S-Rank criminals in history and hate him. They certainly wouldn't praise him, unless they owed it to him.

People just need to keep in mind who is making what statements towards which character and how much they know about them. For example, in pt1 Sasuke said that neither he nor Naruto were any match for Kakashi. But does that still hold true now? No, not at all. Times change. Shisui was probably the best while he was alive in comparison to the other genjutsu users of his time. Itachi now outclasses him.

The sage mode he has doesn't even have anything to do w/ casting genjutsu. He doesn't have rinnegan yet, but he might get it considering how he's been receiving Hashirama's cells. But then again, the rinnegan hasn't shown any genjutsu capabilities. Obito/Danzo both said that his Tsukiyomi doesn't compare to Itachi's. Sasuke is the best at enton and just manipulating amaterasu in general.

Itachi can control time with tsukiyomi. Has finger genjutsu . And can use his genjutsu more then once a decade !!!! Thats why itachi takes this

Also, Itachi has a whole fighting style based around it, e.g. distract them and make his opponent look into crows, finger genjutsu etc. Whereas Shisui does not.
Not to mention everytime someone tried to use KA it failed, Shisui on Danzo, Danzo on that samurai, whereas nobody is safe from Itachi's genjutsu.
Not even if you prepare and use roids to fight Itachi without eyesight like Kabuto
or try no to look into his eyes and yet be caught in his genjutsu and fail like a few others because of finger/crows genjutsu.

I hate how people think Shisui is the best genjutsu user because he has the BEST genjutsu. Having the best Genjutsu doesn't make you the best user, That would make Danzo the best genjutsu user too.
