Indeed. Though there are usually a few exceptions. Problem is those women typically fall within some sort of "Upper Class" where they still end up as the weakest within that class. Alternatively, there will be strong females, but instead of generally being powerful, someone will get stuck in the, "Strongest Female," track which by the end of the series ends up being crap.

Like say Naruto... I mean until this recent Kaguya hype, the strongest female is between Konan, Tsunade, and Mei.... who don't really stand near the top tiers.
