As Kakashi informed us, Sakura is only able to have super strength because of her chakra control
But, there's tons of others who could also employ that if they so desired. It just so happens they don't need to because they have other means. The list of ninja who could utilize this strength at any given time.
1.) Naruto Uzumaki - He has the best chakra control feat of giving the Shinobi Alliance his chakra to magnify their power greatly. Not only that, but he can match it perfectly to any person, by transforming the chakra and matching it to their own
And this in addition to his other feats, like creating Kage Bunshin with even chakra, while Kyuubi was messing with his chakra flow and using chakra arms to supplement clones in making Fuuton: Rasen-Shuriken by himself.
But alas, Naruto-sama has no need for Sakura's strength jutsu because his strength is already immeasurable in Sage Mode, even more so in Bijuu Mode and Bijuu Sage Mode (which is a chakra control feats in itself, merging SM with the Kyuubi's chakra). So, he wouldn't bother with it. It also worth noting his strength stat is higher than Sakura even his base mode according to the DB.
2.) Sasuke Uchiha - His control is also superior to Sakura's because of his ability to control Amaterasu with his eye and chakra. He's been shown to manipulate so quickly such as before Ay could land the Guillotine Drop
Another feat for Sasuke (and Naruto), matching Fuuton: Rasen-Shuriken and Amaterasu together, using superior chakra control and Sharingan to match percentages of distributed chakra.
But, like Naruto, Sasuke has no need for this jutsu. He has the Susano'o which grants him exceptional strength which, again, renders Sakura's jutsu of no use to him. He also has a higher strength rating than Sakura in the DB, matching Naruto's stat. Moving on...
3. Kabuto Yakushi - We all remember how Kabuto shit on Tsunade and Shizune's faces back in part 1. With only the help of a couple pills and the will to protect his master, he stomped out a Sannin. Rusty or not, that holds merit especially when it's coupled with the statement he rivaled Kakashi in power. But I'm more interested in this statement.
Lady Tsunade, hailed as the greatest medic of all time, admits that Kabuto rivals and even surpasses her in her prime days. We know Tsunade has excellent chakra control as she is a wielder of the Byakugou and has OP techniques to compliment it. And here she says the Kabuto is above that. Ergo, it should go without saying, Kabuto would have little to no difficulty mastering Tsunade's technique.
But it is beneath him as he became a Senjutsu master, granting him increased strength and various other attacks that would make that technique unnecessary, just as the previous two have.
4. Neji Hyuga - The Hyuga are chakra controls masters with Neji having some impressive feats. Using the Gentle Fist Style, they emit a controlled burst of chakra and attack the opponents chakra network network, either shutting it down completely or increasing it's flow dramatically. This is crucial as if they misjudge the amount they produce, it could render the strike completely ineffective and useless. Not to mention, Neji has the foresight, skill, and reflexes to strike those points in combat, while engaged in CQC as seen in several fights, and without screwing up the chakra needed to make them effective. But wait, there's more! Refer to his bout with Kidomaru
Here, Kidomaru says his web can support two elephants. That's quite a bit of weight. Plus, it's mixed in with his chakra making it even more sticky and durable. However, Neji broke out of that cocoon by using the Gentle Fist and could cut those webs at will, keeping his chakra at that high of level, while dodging, cutting, and protecting Naruto, Kiba, and Shikamaru while they made their escape. Pretty impressive battle feat of chakra control.
Adding onto this, Neji can emit chakra from all his chakra points at once in a move called the One Body Blow. He used to escape being webbed up by Kidomaru. To be completely immobilized, yet still have the presence of mind and chakra control to pull off this move is impressive.
And here explains he can discharge chakra from every point in his body.
To add to this impressive resume, Neji, while critically wounded and exhausted, was able to send a lethal amount of chakra up the web line to kill Kidomaru through his hands
Then of course, he has Kaiten which requires his chakra to be rotated in a perfect way to maintain protection and viability. I suspect this is why Hinata can't perform Kaiten, she lacks the sufficient control needed to sustain the ability while spinning and taking fire, but this is pure conjecture.
It should go without saying why Neji wouldn't want Sakura's strength, it goes against everything the Gentle Fist works for. It's aim is to shut down an opponents organs and limbs, not break bones and create massive outer damage. Not to mention, Neji has the foresight, reflexes, and prowess to dodge at lightning speed as seen when he ducked Kidomaru's constant spider barrage. He doesn't strength to win because his fighting style compliments his finesse and skill, making him the perfect enemy for Sakura.
