reincarnation only allowed to konoha?

itz all about reincarnation in NB now.saw many threads saying many names bt all in leaf. is only leaf allowed for reincarnation?that cant be right there is whole world out there. here is the list with few ppl most ppl come with.

ashura - hashi minato hiruzen

indra -madara obito itachi sasuke


first kishi is dealing with Buddhist principle here.itz rebirth.someone who died in past come again this world with in different time , different location , different name and different body with same spirit as past.
itz soul and it cant jump to different ppl.until death soul attach to one person.

thinking about madara as indra yes its close.bt who is ashura? hashi? no way hasi wanted peace and all bt he was never weak than madara.look at there childhood. hasi was better than madara even throwing rocks so no way. only wanted peace not make hashi as ahura. he is totally different than naruto too.

minato - i dnt think as a kid minato was weak as naruto and he had no one like friend or brother to competition or complete with.

hiruzen - same goes for hiruzen and he cant be ever coz naruto was there too in his time.

obito and itachi no way coz obito didnt had that kind of power until he met madara. for itachi same go as minato. thay both alive in same time too.

now madara and sasuke. madara and naruto was so different generations.he already died also. he and naruto not had any connection what so ever with him.as brothers or friends. he will not hesitate to kill naruto in cold blood in ant time if he wnt to.

in other hand sasuke is not like that.naruto always try to make himself powerful coz he want to complete with sasuke. he always see him as a brother.they did protect each other in many times. most importantly when sasuke had a chance to kill naruto and make himself powerful to fight with itachi he didnt do it. he really wnt to kill itachi in any price bt let naruto go coz he stll have feeling for him as brothers as friends.

what i think is its only one reincarnation in the time we are looking at.

indra - mostly sasuke may be madara bt only one of those two.

ashura- only naruto.

The Sage only mentioned Naruto as Ashura's reincarnation, not Hashi then Minato(which doesn't even make sense to me) then naruto. He only said naruto.

Since the senju/Uzumaki are his descendants.....why not reincarnate in them. It is not limited to Kohnoha but to the Senju/Uzumaki clans.

NB. I also don't think itachi was Indra's reincarnate.
