its not sure on the either to since its a 50/50 thing... but no matter who says anything the sage did not get the rinnegan naturally. his mother got chakra from the tree/jubbi and the sage of 6 paths was born with chakra. so rather he was born with it/unlocked it does not matter since it originates from the jubbi
