What makes you think she can't break out of the genjutsu?


She has already been shown to be able to make her paper suiton resistant with Oil.

She hasn't shown any feats to break out of genjutsu. And she would need prep time to oil herself down which she doesn't have according to OP and even so, he doesn't need water to beat her. He can beat her with his other thousand jutsus.
