Maybe Madz is just better with his Rinnegan lol. I doubt Nagato would have never found a new jutsu like that.

I think madara just randomly made it up himself
it might be his way to exploit rinnegan's 'invisible force' ability , hence an original jutsu
jutsu creators get to name their jutsus

After the technique was used by Madara, the 2-tails had a short amount of time to get out about a sentence and a half before everybody got smacked down. This could imply that the jutsu actually moves but is invisible to most. Madara had already contemplated the use of it against Obito and Kakashi but opted not to because it wasn't a good idea against another Rinnegan.. or something along those lines. Now he may attempt it again. It would be a good jutsu for Minato to analyze since he's getting flame recently.
