Was Obito going to revive Rin with Nagato's Rinne tensie?

I think he was going to Revive RIN with the Rinne-tensei.

Why?

Because he didn't need Madara, He didn't like Madara.
the only reason he ever did was to use the EMS Tsukuyomi.
Something Sasuke could do, and WOULD do, since Obito was going to hook him up to the Gedo..

When Madara was Edo-tensi'd AFTER Sasuke got his EMS, Obito was shown to be VERY Un-happy about it.

He also says that the Rinne tensi was made for "ME". He was talking to black Zetsu ( Madara's will ) at the time. Why wouldn't he say "For Madara" or "For Him"?

Conclusion-
obito was going to use the Rinne-tensi, but not on Madara. Who else would he use it on?

He couldn't, when Edo Madara was awakened Sasuke was still recovering from his EMS implants.

He was distressed by Nagato's betrayal and by Madara's revival.

This leads me to believe he did want to Rinne tensi someone, but not him..

Obviously he was. He has no one else to revive. Him telling Madara's will that it was suppose to be for him doesn't mean that he wasn't going to revive Madara.

No. You misunderstand Obito's Motives. Rin is, at best, A mascot. He wants to destroy the system that forced something like Kakashi having to kill rin happen.
