every time sasuke seen naruto surpassing him, he didnt focus on becoming stronger just so he can be better than naruto, he wanted to kill itachi, but naruto was already ahead of his strength, that what pissed him off, same when he wanted to destroy konoha because of his brother being forced to kill his family to prevent war, maybe if people understood sasuke they would think his actions would not be evil. and again the reason he was jealous of naruto power was not because he would not be able to defeat naruto but because he would not be able to avenge his brother and destroy the leaf village because naruto would stop him.

based on natural birth ability sasuke was always above naruto. Naruto from the battle at vote stood no chance against sasuke without the fox. He also stood no chance against another genius(neji)

Well, if we go with that, Sasukes max potential is MS, while Narutos is SM. MS Sasuke would have better chances to win against SM Naruto than otherwise (with current feats), but sooner or later, he would be blind, while Naruto would be getting stronger and stronger with age. So its not really that simple.
