This is a point I would like to bring up, it seems like from the scans provided that Ashura was Kurama's first jinchuriki. But if that was the case why was it so difficult for Ashura to "bloom" and become strong? I mean he was already a Jinchuriki meaning he automatically had more chakra and power than Indra naturally.
To me that makes little sense, and I don't see why Kurama would be sealed again after the sage died.
The odd "Human-like" nature of Ashura's chakra construct that while it resembles Naruto in Biju mode suggests that it might not be Kurama sealed or anything sealed within Ashura.
Naruto in Biju mode looks like the Kyuubi, Ashura however looks like a pseudo Asura like entity with multiple human like arms. The lower legs however look like the Kyuubi's legs.
The large discrepacy here between what Naruto's own Biju mode looks like and Ashura's own "mode" suggests to me that he might not have a Biju sealed within him at all.
Not only that but Kurama at that time would be very young no where near the size and scale of a PS susanoo.

The fact that it has Kyuubi legs increases the probability of it being Kurama however why does his Biju mode look so human like then in that case?
The fact that it also has tails also suggests that it is because of a biju but again the same questions come up. Why was Kurama resealed? Not only that but the size problem of the biju is also an issue all of them were very young so it makes no sense for the to be capable of matching a PS Susanoo in size.

Considering this, I believe that what we saw Ashura wielding was in-fact not JUST Kurama's own mode. To account for the size and the mass of Chakra I believe it was a cooperative mode made up of all 9 biju.
