Kaguya was much much stronger than any of the fighters in her generation. Those warriors in her generation were fodder compared to fodder within the shinobi alliance. Kaguya isn't the Juubi's jinchuriki, she is obviously going to be weaker than the Juubi jins.

S06P admitted inferiority to his mother, whether out of respect or not, we have to take his statement as a fact. BUT he never admitted inferiority as a Juubi Jin. He could have meant inferiority in his junchuriki-less form.

S06P beat the Juubi in canon, BUT he beat the Juubi itself who let his power run wildly, SO6P didn't defeat a Juubi jin which was already stated stronger than the Juubi itself.

Since SM Kabuto is allowed here, he has his edo tensei army i'm assuming which means edo madara and Itachi.

Naruto and Sasuke fused took down Juubi jin Obito w/o the shinjuu tech. There were also shinobi capable of defending against it as well.

Juubi jin So6p > Juubi Jin Madara > Juubi Jin Obito w/ Shinjuu > Kaguya(?) > NaruSasu fusion > Edo Madara w/ PS = Hashirama

I say shinobi alliance high difficulty.

If Kaguya is capable of using a dark-light tech that nullifies a jutsu (edo regeneration). I give this to her medium difficulty. But I seriously doubt she can until proven. After all Obito obtained knowledge from Madara who obtained knowledge from people who had studied ninjutsu to understand it better for generations.

this is a case of bad reading comprehension. he said "was", because she is dead. she doesnt exist anymore, so she has no tangible power.

the sage said she gained power to control over the land. whether he just meant that she was powerful and people bowed down, or she just had control over nature itself, most likely both. the thing is, she may not have used "ninjutsu" per say, but she did use chakra as a weapon. she had the power of the god tree, thus the power of a god. things like dust releasen lava and other things even if she never saw those techs are probably beneath her. there is a such things as someone being to powerful to be overcome by those who are considered mere mortals. for all the advancements that have come over the years, they still pale in comparison to what that family had. sure there are more people with varying degree of skills and techs, but she was stronger than the sage. that kind of power is beyound what we have currently seen, probably early dbz level type stuff.
