I personaly believe the sarutobi's should be above the raikage's. All the Raikages are lightning users, while the sarutobi's are fire and WIND, and hiruzen himself has all elements. If you add the fact the hiruzen was said to be stronger than the raikages and asuma has wind release I don't see why they are under raikages.
