When they announce these things it does not happen in the next chapter! When they said Naruto was going to meet an old man it was 3 chapters that he met an old man!

It never said you need dna. Just the powers from senju and uchiha. The best method is to get senju dna.

As sasuke does not have hashi dna.(but may have hashi chakra) he can theoretically have a temporary rinnegan.
