She's still pretty irrelevant at this time, really all she's done is ate fruit and had 2 babies. She could be the strongest but if all she gets is a couple of panels she's less important to the overall manga than Ino.

People overestimate Kaguya too much. Making a character without any sign of personality and just saying 'oh, well, she's the strongest, but the rest doesn't matter at all' doesn't "redeem" him since you put it this way.
