Can it do the same as rasen suriken and damage the chakra systems or isn't powerful enough to do that yet?

All that seems to be is a failed rasen shuriken. Do you not see the shuriken trying to take form?
Its not like its failed FRS. That technique is a protoplast, FRS is its development. Naruto managed to create that technique before FRS. In Databook its classified as separate technique to FRS.
Who knows, who knows...I agree that it's different, since it wasn't even fully developed when Naruto tested it with Kakashi but I do think it holds the same effect as a FRS. It's the wind chakra added to the Rasengan which transforms it so I think thhe wind rasengan does the same but is much weaker. Kakashi wasn't hit directly with the wind Rasengan, much of its power was taken away by Kakashi's Rasengan and Kakashi still hurt his hand, the anime shows it better (was rewatching Kakuza fight for the heck of it a few days ago).
It is more powerful than rasengan but doesnt damage nerves and such.
