Kakashi, he is (almost) as smart as Shikamaru, but he has power and experience.

Naruto doesn't make rational decissions, something that must be done to run a village. The only thung he has going for him is power and resolve.

He is not. He only has the good will, power and resolve. That is not everything. He will try to solve problems by befriending everything but that ain't possible. He is way too naive, and outside of battles he is pretty dumb.
