But the feats shown above say he is. And SM increase/strength/sensing/reflexes/speed.. so yea he is fast.

When people think fast, they think of lee/gai/Minato.. problem is they rely on speed. There are many fast characters who simply don't use their speed, but are "fast".

Hell Tobirama himself is fast..but again doesn't rely on speed being his primary thing.

Tobirama is Lee/Gai/Minato fast though. More so, considering he's faster than Minato with FTG.

Off panel? Isn't every single Minato speed feat off panel? You do realize this is pictures. not everyone of their movement is going to be shown in slow motion pictures. That is the only way it can "on-panel" feat.

I don't understand what you're getting at OP. SM Naruto is above average in speed but his foot speed can't be compared to Sasuke, Minato, Tobirama, Gai, Lee, Raikages who all had their share of hype and feats supporting them .

funny the anime doesn't show when naruto leaves either. It only shows his arrival. just like the manga it shows asura leave, and then right on top of tsunade. it doesn't show asura's travel time. So because we know neither the travel time of naruto or asura how can we gauge speed?

What you seem to be doing is speculating that Naruto was moving while Pain and Tsunade was talking which that never happened nothing was shown of him moving of making a rasengan, he reacted to what Tsunade was saying and appeared as soon as Asura i really don't care for your denial or you speculations.
