I not bashing any character and I am not even a jugo fan.
I was looking at past manga and I realise that Jugo that faught raikage was not at his best because he was still recovering from giving Sasuke his chakra and cell.This mean Jugo natural chakra reserve was not at it best ,preventing him from using effective jutsus (rocket booster) that could keep up to Raikage speed.

yea and sasuke didn't recover from his fight with itachi when he fought bee. if sasuke fought bee and the raikage on the same day a full health ms sasuke could possible beat the raikage low-mid diff
