Minato and Tsunade are basically the same, simply specialize in different things.

Hurizen couldnt even control Danzo and the Foundation. ...fillers and Cannon proved that.....not saying he wasnt strong. ..yes he knew all the jutsu of the Hidden Leaf but honesty Kakashi knows over 1000 jutsu but knowledge only can carry u so far....Tobirama created majority of the jutsu of Kohona....and Hurizen was his subordinate. So I can totally understand why he has this vast amout of knowledge. ... (labeled the Professor.) But Kishi back peddles way yoo much in the manga......Hashirama was and still feated as the God of Shonobi.....Tobirama was known as the fastest Shonobi until Minato developed thd jutsu to a higher degree.....and Hurizen had all of Kohona's Jutsu scrolls and learned them alll...being nicknamed the Professor....people underestimate Tsunade but she was the last one standing and did great aganist the Edo Madara with both Rennigans and Perfect Sussanno

Hiruzen after he took back the positon of Hokage. He's not just weak physically but politically as well. He let's his teammates and Danzo step on his authority.

Tobirama is the weakest Hokage if you want it by the manga.

Hiruzen was stated to be the strongest Hokage. So, letting fanboys or bias opinion aside, he can't be the weakest. Tobirama already admitted inferiority to Minato, so Minato can't also be the weakest. and we all know that Hashirama is stronger than Tobirama.

so, at the end of the day, Tobirama is the weakest out of the first 4 Hokages.

i mean he soloed a war, he defeated ay and bee,defeated obito and sealed Kurama in naruto
