Who said he needs the Juubi to form a Bijuu Dama? Nowhere. Just like how Naruto formed TBB with only Kurama's head. Just like how Naruto forms mini-TBB with only his hand. Obito simply gathered black and white chakra around the tree he summoned and shot the TBB. If you say that, then you're an idiot.
