the 3rd raikage was a user of black lightning stated by darui plus regular lightning and what does using it as armor have to do with not being good or even the best at raiton

the 3rd raiton armor alone allowed the 3rd to go head to head with the 8 tails which lasted 3 days

he has:
Chidori
Lightning Beast Running Technique
Lightning Cutter - a more advanced version of chidori which requires better chakra control
Lightning Release Shadow Clone
Lightning Transmission

also again.. having the strongest lightning tech does not make you the best lightning user

Lightning is debatable but I would say the Raikage's are the best at that.
