Manga fact is Itachi was a spy working for Konoha.
Killing one of Konoha's "elders" would mean Itachi goes against Konoha and is no longer part of the mission.
It is called story my brother, reason why Itachi didnt kill Jiraiya there and then and instead gave a false reason to Kisame so they "run away" from Jiraiya. But i guess you read words and take them for granted without taking anything else into account.

Obito said why.
He planned his whole death so Sasuke would get a power up. He wanted to die by Sasuke's hands and he prolongued the battle so Orochimaru will come out and Itachi can seal him, so Sasuke doesnt have the CS anymore.


He didnt kill Obito because then he would have all other S-ranked ninjas on him. That doesnt mean Itachi < Obito.
He was working as spy and giving intel to Konoha, that was his job, his mission, not to kill Obito.

Itachi wasnt Deidara. He wasn't just Akatuki's manpower. He was a spy, Obito knew that, shit was way deeper than that and Itachi has a more complex/twisted character than any other akatsuki member.
