mmm.... High Chunnin- Low Jonin lvl yeah. I say low Jonin because he just used 3 tomei and CM2 for the 1st time during the VOTE fight. Not enough experience at the time to rank him at a high level jonin. Remember the Sound 5 were still ranked chuunin even though they were toppling leaf jonin (fodders) with CM1, but the combination of Sasuke's 3T and CM2 put him around the begining Jonin lvl.

I don't think he was jounin then. Kakashi, guy and asuma would have beat him then. He was close but not quite there. He had a lot of power but not enough experience imo
