When Jiraiya saves the shinobi world twice, plans ahead in every battle, and essentially decided the story of one of the main characters w/ a plan that works nearly flawlessly and still has a chance to work in the end through Nardo's influence, then I'll consider him smarter. Until then Itachi>Jiraiya in intelligence.
